That's the best solution at the moment. I'm going to implement it.

I don't see any apart from the fact that most tools will use
stable symlink which still points to woody. That means that apt-cdrom
must learn about woody-secured (give it precedence over woody) when
looking in the CDs. I can create symlinks "stable-secured" and so on if
required.
