Upgrade stuff -> CDs + new README

Hi!

The upgrade stuff is in the archive now (potato/main/upgrade-$ARCH).
To put it on the binary-1 CDs, this would suffice:

  if [ -d .../potato/main/upgrade-$ARCH ]
  then
    mkdir .../1/upgrade
    cp .../potato/main/upgrade-$ARCH/*.{deb,txt,html} .../1/upgrade/
                                                     (rest isn't needed IMO)
  fi

I think this could be handled easily from the Makefile, no need to have
external scripts.


Also attached is a replacement for the README.html.in (both potato and woody).
Some test-cycle-1 specific stuff is removed.
