Ehhh... This is really weird: /usr/bin/nice (that bash uses) needs --18, but
tcsh's nice needs -18 (or -19) and +19 for positive nicety. This might be why
this got in long ago... Well, I suppose most roots are running bash, so I'll
make it --18.
