I see the problem is that if the mirror is missing any packages the find
in scanpackages exits badly and no Packages files are output.

I excluded the four packages in question, and the Packages build fine, now.
I did discover in the course of this that the default list.exclude location
is not good since it is removed during every cleaning and the override
env var EXCLUDE is buried in the code.  I'll check in a change to CONF.sh
so it is visible to users.
