No, downloading the CD takes several times longer, because it involves
downloading a load of packages you'll never install, and is prone to more
partial downloads which just waste bandwidth & time.
The only time it's a win is when you have cheap/easy bandwidth on the CD
burning machine, but not on the target machine(s)
