I would guess that devd is calling ifup there, not the ifupdown
initscript. The PATH may be inherited from devd.

If I remember this right, that's caused by devd trying to hotplug the
interface, too early in the boot sequence for it to work (probably
before /run is mounted). I imagine it's harmless because configured
interfaces are brought up later by ifupdown, so this just causes noise
at boot.
