The MBR is just one piece of the boot chain, you need everything else
to be in place for this to work. This includes (but is not limited
to) enabling specific features in xorriso.
This is why all the gory details were implemented in grub-mkrescue, so
that one could use it as frontend and get an ISO that boots
everywhere.
