The Makefile of hw-detect contains an `install` target, I looked at `clock-setup` (https://salsa.debian.org/installer-team/clock-setup) which does not have an install target.

So I guess that the main difference lies here. hw-detect can install the scripts and binary by itself, while clock-setup cannot (and therefore needs the Debian package).

The install target of hw-detect is slightly complex due to architecture-dependent steps. It's probably possible to do this in *.install files, but those need to be different for some architectures.
