Except… the interactive code is very different:
- d-i has pkgsel running both tasksel and blendsel, sequentially;
- blendsel run outside d-i does the prompting and task selection on its
own, differently.
There seems to be a lookup issue, searching for two different entries,
one being “Debian Hamradio (amateur radio”, the other one being “SDR
and hobby radio)” [or the translated equivalent, e.g. I'm seeing the
French version in my testing environment, more on that below].
Could the comma explain why that's only happening with this particular
blend?

I don't know at this point, but it seems possible, if not very likely.
Regarding the messages above (two substrings), how did I get there?
Turns out that became obvious as soon as I turned on debconf debugging,
with two messages being emitted by debconf using the following:

That happens on the `GET blendsel/tasks` that's getting passed through
from debconf in d-i to the in-target debconf.
At first glance, I don't think that's an actual localization (i.e.
translation in normal-speak) issue, and that impression is reinforced
by your locale settings (as submitted via reportbug from a possibly
different system), and from your being located in the UK (apparently,
sorry for the stalking), which makes a French-specific problem more than
unlikely.
