Bug#994701: debian-installer: d-i should include efibootmgr to use in rescue mode.

Dear Maintainer,
While trying to rescue a system, I wanted to be able to list
and create EFI boot entries, but efibootmgr is not installed
in the debian-installer image.
I think that the capability of manipulating the EFI boot
entries from the installer system is a good thing to have.
