Bug#928931: The inability to use apt-setup/local0/repository makes it impossible to upgrade to Debian 10

I'm also having this issue which is making it impossible to upgrade to Debian 10 from Debian 9.

I'm depending on the possibility to add a repo during PXE-boot. Using late-commands is not an option as there doesn't seem to be any $selected_packages variable I can use to actually install the packages selected during installtion, while ignoring the fact that it's going to try to install them without the repo available, making the installation fail anyway.

Someone gave the recommendation to use different preseed files, but that also is not an option as the boot menu would need to have 50-100 entries to accommodate for the most common options of package selections (which will make the size of the installation vary between
15GB and 80GB).

So for us, this is a real show stopper for using Debian 10 as it makes it impossible to install (manual installation is not an option)..
