Bug#901717: debootstrap: Version 1.0.102 breaks use of file mirrors

 Oh, that is not expected, installation was failed...
 Here's a proposed patch.

 I prefer to use http(s)://deb.debian.org/debian as default mirror
 setting for it, since it's okay for most users and works.
