Like #321901 mentions, some dev links are missing while installing from a
previous Linux distro.

In order to install kernel-image package, I had to type:

# /dev/MAKEDEV fd0
# /dev/MAKEDEV hda

I suggest to add a warning in the doc

I'm installing Debian sarge, kernel kernel-image-2.4.27-2-sparc64

The installation-guide documents this sort of installation in appendix
D.3 and in D.3.4.1 it advises to create dev files via "MAKEDEV generic" command.
This should do the trick.
