You say 8.0.4; I assume you actually meant 8.4.0?

I'm looking at 

  http://cdimage.debian.org/cdimage/unofficial/non-free/firmware/jessie/current/

and it definitely holds a tarball (along with a zip file and a cpio
archive). Are you not seeing that?
