Hmm, there was a decision to mark that strings in s390-zfcp as 
not-translatable, right?

So, why is there a corresponding pot-file listed at
https://www.debian.org/international/l10n/po-debconf/pot#s390-zfcp ?

There are already 2 bugreports with translations for that package strings:

Wasted time of translators...

That's because this is not a usual po file with debconf usage.
This package is an udeb package, which is a special package form only
for the Debian Installer.
The translation for those packages is managed via the translation team
of the Debian Installer.
Other translators should not work on strings of udeb packages!!!
