These files are cached copied here by the --save argument to setupcon used in:
http://anonscm.debian.org/cgit/d-i/console-setup.git/tree/debian/keyboard-configuration.console-setup.init

Also see line 15,16,17 for comment on this one...

Even thought the keyboard-configuration init script will stick around
when purging console-setup it will not be running since /bin/setupcon,
which is tested for early in init script, is removed with console-setup.

The cached files are thus useless (and should IMHO be removed) once
console-setup is purged.

Hello,

These two files are leaved there by an old version of console-setup (pre 1.111).
Unfortunately, the names of these files are unpredictable, so it is impossible to
remove them automatically when purging the packages. The newer versions of
console-setup (>=1.111, this includes the version you purged) don't create files
with unpredictable names so they can remove all files when purged. Since, the
new versions of console-setup do this I suppose we can close this bug? Ofcourse,
it would be nice if the newer versions of console-setup removed the files leaved
by older versions but there is nothing we can do about this, so not much will be
gained if we keep the bug open.
