I have no idea, the only thing I know that Büsingen and the rest of Germany 
had a different time zone in 1983, for six months. Since then, the last 32 
years, the times were always aligned.

And that in spring 2014 I pointed this mistake out before it was in sid and 
then it was still uploaded - as "Büsingen" is obviously the correct german 
spelling of it(!)... since then, I kinda gave up and just whined on irc. Then 
you asked me to file this bug, I did, nothing happened, so I thought I'd ping 
this bug…

will do. I just cannot promise to not laugh, sigh, cry or giggle a bit when I 
see it or am being pointed at. But I'll promise to not mention this bug online 
in Debian forums anymore.
