When I chroot into /target, not much useful info in /var/log as well When I run apt-cache policy grub-pc there is no candidate present because the installation media is not selected as an apt source. When I execute a shell from installer menu and run apt-cdrom add and exit. grub install succeeds. So all we need to do is run apt-cdrom add if they choose not to use a network mirror.
