It's on purpose. Not proposing all the gazillion of various layouts and variants is made on purpose to avoid confusing users. My own personal opinion is that the 10 people who probably use such uncommon layouts are very likely able to deal with that inconvenience while the system is being installed....and later reconfgure the keyboard layout to accomodate their needs. But that's my own opinion: in short, would it be only me, there wouldn't be any Dvorak or Bepo "variant" to the French layout and indeed only one variant : the one that fits 99,9% of keyboards that are being sold in France.... Some other people (which includes Samuel) are more opened to these very specific needs so you might have a chance that, some day, "bepo" will be proposed. Not in Jessie, though.
