task-desktop pulls in bluetooth (through recommends) which in turn pulls in bluez, bluez-cups, and bluez-gstreamer, which in turn pull in heavy desktop stuff such as cups and gstreamer (leading to parts of the desktop being installed).  This is not appropriate for cli laptops for which bluetooth should not be a recommends.  Instead for bluetooth recommends there should be be a separate task-laptop-desktop or so that used.

I noticed this using live-build to build a cli only rescue disk.

I'm not sure what a cli laptop is, but if that's about command line
interface, I'm pretty sure you can remove unwanted packages after the
fact, or not select this task, and install only stuff you want.

The very purpose of this task is to pull most stuff people would need
to use their laptops, so I don't think this Recommends is a bug.
