I think the section about configuring the base system for
debootstrap usage (D.3.4) should include instructions to setup the
timezone, the manual for stable does.

It seems to have lost it while removing refernces to the
obsolete base-config tool.

Bug report from 2006 requests to add info about how to set the timezone
in the appendix "Installing Debian GNU/Linux from a Unix/Linux System"
(installing without the debian-installer).


This is already fixed, that info is in 
"D.3.4.3. Setting Timezone".


Thus closing this bug.
