Bug#693485: keyboard-configuration: XKBLAYOUT, XKBOPTIONS values manually set in /etc/default/keyboard lost on upgrade

Hi,
I've upgraded keyboard-configuration from 1.88 to 1.92,
and the new version seemed to honor the configs
on upgrade (and on manual 'dpkg-reconfigure' too).

As you see, nothing is removed, and only "grp_led:scroll" is added
(and this seems to be a normal behavior, according to Anton Zinoviev).
