Because there is no fr_CI locale.

Because there is no locale for them.

And, yes, David, there is no fr_MQ either.

Because there are locales for them.:)


In short, plenty of locales are certainly badly needed for countries
that have French as official language. One just has to write
them...:-)

It basically needs a text editor, some knowledge of the said sountry,
and eventually the utf2uxx et uxx2utf scripts written long time ago by
Denis Barbier and that are......basically lying on my hard disk for 10 years.
