Bug#706262: installation-reports: 'suid man' dialog displays previous title 'Configuring popularity-contest'

Just checked on the latest netinstall I did (which used
debian.osuosl.org yesterday 20130427T10:00:00+0000). I went through
expert in text mode.
According to dpkg.log it first installed debconf 1.5.49 and then later
proceeded to install popularity-contest.
So this sounds like there is still a bug.
