The text pasted above doesn't talk about .exe, it talks about an
existing windows system.

Which kind of partition was this? I've Tried again, one of the first
items after selecting a partition is "Resize the partition", it worked
for a FAT16, a FAT32, an ntfs, a swap, an ext2, and an ext4 partition.

It just worked for me. If it doesn't for you then there's a bug, it has
to be investigated, but you need to provide more precise information for
us to be able to investigate.
