You didn't mention: what language did you choose before that? Everything
else depends on that. If you ask for english, you are prompted for
english-speaking locations & keyboard. Only if you ask for german you
will be prompted for german locations & keyboard (and the keyboard
default choice of course depends on the location).

How could it divine it if you didn't ask for the german language in the
first place? English language in german country means "I'm an englishman
in Germany". And thus the english defaults make most sense. If you want
another locale, use the expert mode, or re-configure the locales package
after installation.
