Bug#630623: With PXE boot localechooser/langlist = C or English

PXE boot failed on Dell R610 with language=fr locale=fr_FR.UTF8 console-keymaps-at/keymap=fr-latin9 debian-installer/country=FR
the same options work fine with kvm-qemu virtual servers. 

localechooser/languagelist is only C or English so the prompt ask for a valid locale.

We try to add : 
 . fb=true 
 . vga=791
 . debian-installer/framebuffer=true


Setting the default debian installer value to en_US is not a workarround because those value are prior to the preseed.
