Bug#603083: reorder fs list on partitioning make ext4 toplist

ext4 is currently listed below ext3 and above ext2,
which make it really look inconsistent.

ext4 with linux-2.6 >= 2.6.32 is a safe choice,
so it can be very well be toplisted.
