Fresh install from the netinst image, graphical expert install, KDE option.
Reproduced this twice:

The installer asks for the root password, but does not set it.

The installer asks to create a user. User info is provided, including password,
but the user is not created.

Shadow passwords are enabled. Root login is enabled.

Upon booting to a rescue shell, the password field in /etc/shadow is set to
'x' so root is unable to log in.

Further examination of /etc/passwd and /etc/shadow indicate that the regular
user was not created.

When I edited /etc/shadow to remove the 'x' in the password field for root
I was able to log into the console without a password (as expected). I was
able to set a password for root and create the regular user at UID 1000.

Hi 

I was too unable to reproduce this problem with the d-i beta1 image
from: 
http://cdimage.debian.org/cdimage/daily-builds/daily/arch-latest/i386/iso-cd/debian-testing-i386-businesscard.iso

I'm therefore closing this bug. Unless someone provides an
installation log there is no way to debug this.
