This should be done in partman, see partman-ext3/check.d/ext2_or_ext3_boot

This shouldn't be done in uboot-envtools-udeb either. Since you'll
also have to generate an uboot image for the kernel, I'd put the
code to change the u-boot environment in the flash-kernel udeb.
