not true. it does if you tell it to do so by answering to a debconf
question with medium priority.

apart from that, here is a strongly AOL for recommending tftpd-hpa and
*not* aftpd; i've a lot of debian live system in very different
environments that boot perfectly and work nicely when beeing served with
tftpd-hpa, where aftp has always been a major pita. also, in my
subjective opinion, tftpd-hpa is better maintained upstream.
