Well, I think it's good to follow the FHS whenever possible, if only to 
keep the installer environment recognizable for developers and users.
But if there are good reasons not to, then I agree violating it is not a 
major issue.

We do try to follow the FHS, although we're not as strict as we could be
in differentiating between (/usr)/(s)bin directories (as it makes zero 
effective difference for D-I), and also between /usr/lib, /usr/share and 
to a lesser extend /var.
