I don't think so. A udeb can usually ignore bits about policy
that talk about packaging details. However, when it comes to stuff on
the disk that is going to outlast the installation, this is another
matter altogether: Nothing in Debian should be in violation of the FHS,
whether it is a regular package, or t is a part of the install.
So not violating the FHS should still be a goal for udebs.

I don't see anything in that email tht details why /usr/loca/etc
is needed. perhaps I am being dense and I missed it. Can you elaborate?
