The design choice in such case is picking a locale that's defined as
"default" for the said language...and, of course, there can only be
one..:-)

You got the locale selection screen because you were probably
installing in expert mode. Otherwise, you wouldn't even have had that
choice offerred (rationale: regular users don't understand anything
about what is a locale).

What you suggest is feasible, of course, but probably needs an
invasive change to localechooser code because we only want to propose
the full locales list in the case where language_country is not a
valid locale. In short, I'm not ready to make it for such a corner
case..:-)

Thus, you have 5 choices as of now:

- choose German, French or Italian as installation language..:-) (we
don't have Romanche)

- pick UK as country

- be ready to change the locale after install

- try to survive with an US locale

- write an en_CH locale and convince glibc maintainers to include it
in locales
