This is certainly related to console-setup.

Such issues seem to come over and over and really need investigation.

As of now, I'm afraid we'll have to document this in the errata, but a
careful investigation by Anton (or anyone else) is really needed.

Given the low attention received by these console-setup issues, I'm
currently considering *moving back* to console-data in localechooser.
