Could you comment the following lines in /etc/init.d/console-setup:
if setupcon; then
log_action_end_msg 0
else
log_action_end_msg $?
fi
...and see if the problem vanishes?
I guess that setupcon fiddling with the console display is something
that splashy dislikes but we need to prove this down.
PS: of course, the result of this will be that your consoles won't be
setup (no console font change and no keymap change...but that's
probably not a huge problem for you.
