That seems obvious to me: "no alt-gr key" means both alt keys function as
a plain, bog-standard alt key. Still useful for key shortcuts to menu
items, etc. I.e, AFAICT and without having tried it myself, the way it
works now is entirely consistent with the dialog.
Whether we can improve on that is what's being discussed.
