If it's translatable, we could tweak auto-install to only delay language
& keyboard selection if that prompt is not going to be displayed, so
that people are offered the normal locale choices prior to that prompt
popping up.

Without doing that, you're right in saying that it's unlikely to be
displayed in anything other than English anyway.
