From what I've seen on this issue elsewhere, the installer's already doing
pretty much the right thing by detecting hwclock hangs.  The only other thing
it might do would be to set HWCLOCKACCESS=no in /etc/default/rcS or to disable
/etc/init.d/hwclock.sh after detecting such a hang.  Or util-linux could stop
waiting forever for a stopped RTC to move -- Bug#494817 has a patch for that.
