Maybe, but you could (should? ;-) be aware of the flow of an install...
The kernel is installed during base system installation and at that point 
apt-setup has not yet been run, so we don't _have_ any mirrors yet at that 
point.

If you'd used a businesscard image instead of a netinst, it would still be 
the same as during base system installation you have _only_ the regular 
mirror. The security/volatile mirrors are only added during apt-setup.
