No. The documentation says [1]: <owner> <option> <TYPE> <value>

This is still wrong! You are still missing the TYPE of the template.

The <owner> is not all that important here. Both "d-i" or "bootstrap-base" 
will actually work. The missing <type> is what is causing your problems!

There's a footnote [2] that explains it, though I agree that's somewhat 
hidden. I'll add a "rule" in [1] that explains this.

Note: if you use the instructions (debconf-get-selections --installer) from 
[1] on an installed system, you _will_ get "d-i".
