I tried to install debian with this installer CD:

debian-40r2-i386-businesscard.iso 03-Jan-2008 01:43    32M

The GUI installer works but the default one fails bootstrap and
complains that there is missing gpgv which is needed to verify packages.

The package used to verify during debootstrap (the very first stage of base 
system installation) is available on the CD and must have been installed.
However, IIRC the error message when the verification fails may be a bit 
confusing: it does not fail because the package is not there, but because 
the there was a problem with the data received from the mirror.

Anyway, as the issue is resolved I'm closing your report.
