Bug#458663: Missing support for data.tar.bz2-based debs

None, but aj noted that both debootstrap and cdebootstrap fail to
unpack packages using bzip2. As dak accepts data.tar.bz2 now,
bootstrapping could be broken by such an upload to base. This either
needs to be fixed on the dak or on the debootstrap side - I for one
would prefer allowing it everywhere, if possible.
