Bug#442262: should ask user for new boot.ini location when this file is not found

I got a user report saying that in a weird setup like:
- WinXP in F:
- Win98 in C:
- boot.ini in C:
win32-loader fails to find boot.ini and aborts. Although boot.ini location
can be altered via expert mode, it'd be good if there was some fallback code
such that it would ask the user for boot.ini location when this file cannot
be found.
