retitle 399293 please ship a complete /etc/networks
reassign 399293 netcfg

Please fix this in time for etch or many systems will never get the
complete set of default entries.
This is what netbase puts in /etc/networks if it does not exist:


default		0.0.0.0
loopback	127.0.0.0
link-local	169.254.0.0
