Bug#421857: Should rename its debconf tempaltes to user-setup/*

Some user-setup templates are still named passwd/* as they were inherited
from passwd templates when to abandoned base-config.

It is probably now time to get some consistency and rename these templates
to user-setup/*

Of course, the documentation (particularly the preseed documentation) would
then need to be updated.

Should we keep some backward compatibility with old templates name in order
to avoid breaking existing preseed files?
