Hmm. What do you mean "dhcp starts"?
The installer boots from USB stick using isolinux which has nothing to do
with DHCP.
You may have used the wrong image; you should have used:
http://ftp.nl.debian.org/debian/dists/etch/main/installer-i386/current/images/hd-media/
(i.e: hd-media instead of netboot)
You could also try the "flexible method" to create the USB stick and see
if that works.
