Bug#408286: ignores errors during installation of arcboot

Yeah, I think this is because the installation script cannot check
whether arcboot was properly installed.  I didn't write that code but
looking at it I find this comment:

# Install arcboot only after arcboot.conf is created since the arcboot
# postinst fails in a chroot.
#
# HACK ALERT!
# The arcboot postinst wants to read $bootdev from debconf _in the chroot_,
# which is still empty. We ignore the resulting apt-install error and do the
# install ourself. If apt-install fails for a different reason, we are lost.

I don't know if there's a better solution to this.  Maybe the value
could be pre-seeded?  Joey/Frans?
