Comments/Problems:

As i wrote already - the modules usb-storage.ko has been loaded during
kernel boot (is there and possibility to get modules loaded AFTER the
integrated hardware has been identified?) and messed the whole HD order.
The HD (in my case a RAID1 with the Integrated RAID Controller which has
 been recognised well) was further identified DURING and AFTER
USB-Mass-Storage and lead into confusing names.
during install it has been sdi - after the first reboot it has
accidently recognised as sda (which lead to an unbootable system) and
after the second reboot the root device was sdb.
I played the game a lot and after i guess 30 reboots it happily took the
right HD (sdi) and booted.
First i tried to solve the problem by LABELING the HD with no success.
After a lot of investigation I found the real problem in loading the
usb-storage modules too early in boot.
As i don't use any usb-storage on that server i disabled it easily by
deleting the module from
/lib/modules/2.6.18-3-amd64/kernel/drivers/usb/storage
but i guess there must be a other solution to that problem.(loading
modules later?)

But nevertheless i solved it - and .. keep on doing that good work! I
hope i can install stable marked etch soon

Unfortunately the order in which hardware is detected and drivers are 
loaded is not as predetermined as it used to be. With current kernels it 
is completely the province of the kernel and udev; the installer only has 
a very limited role.

The official solution is to use /dev/disk/by-* (with uuid preferred) in 
your /etc/fstab to identify partitions. However, we've not yet been able 
to implement that in the installer.

Deleting the module is a very radical solution and you will get the 
problem back on kernel upgrades...

You can influence the loading of kernel modules in several ways:
- if you use initramfs-tools initrd, list modules in
  /etc/initramfs-tools/modules and regenerate the initrd; modules listed
  there should be loaded early and in the order listed
- blacklist modules in e.g. /etc/modprobe.d/blacklist.local (see
  modprobe.conf manpage)
