You can install from netinst without networking to get just a base
system. People that need extra firmware for their
network cards, a new kernel, have to configure isdn or something else
to get networking later will need this.

You can also use the first CD/DVD from a set and then install the rest
from a mirror. Unles you do have all CDs/DVDs of a set you want to use
a mirror. Also don't forget that basically everybody wants to use a
mirror for security no matter what image type he uses.

So I don't see how you can ever skip the "use a mirror" question as
any case might need it (and all might want to say no).


So my comment is:

If you have networking setup you have to ask for the mirror.
